[ccpops] Tax Deferral as a Means to Better Schools

Scott,

Per your request, I have saved the file in .html and then attached it. I
have altered my previous message and modified it for distribution to
just CC-POPS. Feel free to adapt as necessary. Note that the flyer looks
a little different than the one sent before, which was a Microsoft Word
document, which somehow was in three columns across a landscape page.

Dear fellow CC-POPS member:

How many people in Concord on fixed income are land rich? Would a tax
deferral address even 20% of the people who generally go against fixing
fire stations and streets and educating kids.

Is anyone in CC-POPS interested in taking on this project? It is
something that we need to do if we are going to be able to proceed with
projects that we need in Concord. A program like this would enable us to
move forward without having to fear we are forcing people to leave
Concord. 

I believe that even though the taxes in the tax deferral program must
eventually be paid they will more than be made up for by the increase in
property value that occurs because we have done the right things by
providing schools and conserving the environment and taking care of our town.

I am attaching the file I sent to Betsy (see her email below). It is an
information flyer issued by the Town Clerk's office, whose format is
altered to be in .html.

Richard:  I agree that the amount is too low.  I also think the option
of  having a local fund to give the rest of the curcuit breaker money to
those in  need is necessary.  It would work by income, and taxes should
not exceed 10% 
of income.  The state will give the first $375 maximum, and perhaps this
town  fund could give the rest.  The effect would be to keep those
elderly or needy people in their homes if they want to be there.  I've
asked a couple of 
people to help me find a group to get this going.  Let me know if you
know  anyone interested.  Betsy

PS  meeting on Willard led to Jim Terry agreeing to ask SBAB if a new
school  on Willard site could be approved, and asking Joel Seely to
approximate cost  difference. (Neither seemed too happy about it, so I'm
not sure of the next 
step) One problem is that Alcott has about $3M not at all reimbursable,
so  Willard would too if we got a new building.  Is this widely known?? 
Also,  Joel says the lighting is the same in all there elementary
schools.  Is that  your understanding?  Talk to you soon.  Betsy
