[ccpops] Apology for Tax Deferral Message

Dear CC-POPS List,

I apologize for sending the earlier message about tax deferral which was
from me and NOT REPRESENTATIVE  of CC-POPS as a whole. I was mistakenly
under the impression that the list could be used for messages advocating
positions of concern to the membership as well as for messages about
current projects, etc. Please accept my apologies.
