[ccpops] Change to mailing lists

As discussed at the meeting this evening, we've changed the setup of our
email list at ccpops.org slightly.

This list, ccpops-announce at ccpops.org is now set up to be essentially a
one-way announcement list - we'll try to keep it very low traffic, but with
high-interest content.  Posting will be limited to CCPOPS board members and
activity coordinators.  If you're getting this message, you're on this list
(all messages will have [ccpops] in the Subject line).

A second list has been created for open discussion of anything of interest
to CCPOPS members (that is in some way related to our mission - no
discussion of town garbage pickup, please :-).  You'll be able to
distinguish messages on this list by the [ccpops-discuss] in the Subject
line.  You are not automatically subscribed to the ccpops-discuss list - you
can join by either:

- going to http://www.pairlist.net/mailman/listinfo/ccpops-discuss and
filling in the subscription form

    -or-

- sending a piece of email to ccpops-request at ccpops.org with just the word
'subscribe' in the message.
