Andrew and All,

This fits what I have read:  that the plan was to keep the public in fear 
with a series of big scares, since the power elites realize that they can't keep 
one enemy-scare going indefintely, so they have to have another lined up to 
take over:

1.  communism
2.  terrorism
3.  ET's
