Thank you for the posting, but the connection to universal health
care is not apparent.
If we get single-payer, not-for-profit, universal health care, it is
likely that malpractice and other awards will be smaller because
costs to injured parties for ongoing care will be less. But legal
redress should remain fully available, and may even be more effective
in a climate where corporations have less power over the system.
Here's a reference discussing malpractice and universal health care.
You will see there is no mention of barring lawsuits. In fact, the
author speaks out against caps on economic damages while speaking in
favor of single-payer.
