[dcc2] New IETF Internet Draft

Hi everyone,

I removed the text specifying "context of the CTCP protocol" and added a 
section on encapsulation as Jesse suggested.  I sent it off to the IETF and 
hopefully we will receive some comments on it.

I think that we have a pretty solid idea of what the dcc2 negotiation will 
look like now (aside from perhaps minor syntax changes), so we can start 
implementing it in our clients, and testing our implementations between 
ourselves.

We should now start thinking about file transfers.  There is currently a 
draft on our site that hasn't gotten much attention dealing with multi file 
transfers and secure file/size negotiations (not plaintext over 
irc).  Szymom also wanted to work on some kind of listing and requesting 
protocol.  Perhaps we can come up with a way to merge these ideas into an 
cohesive protocol.  Any comments or ideas?
