[dcc2] Multi file sends

That does look nicer and easier than what I had, what about putting the file
descriptiong between <file> tags, so it would look like
<sendfile type="multi-part" senderID="userJoe" enctype="plain">
<file name="File1.txt" size="113427" permissions="755"> anything can go in
here, including carriage returns </file>
</sendfile>
and if the file was just
<file name="File2.txt" size="2293" permissions="777"/>
then that would say that there is no file description
