[dcc2] Files Draft

Hi everyone,

I have updated our working copy of the header draft to reflect the move 
from XML to http header style name:value pairs.  There are only three 
required fields (id,name,size).  All other fields are optional and up to 
the client to implement.

Does the ABNF look ok?  Any comments on the format?  Is there any other 
information that is needed in the headers?  What character encoding should 
this header use (currently 7 bit ascii)?
