[dcc2] Clarification of DCC2 status

I think someone needs to clarify to everyone in the IRC community exactly 
where DCC2 stands. I don't know how many people have already been calling on 
client developers to implement DCC2. But, as anyone who is paying attention 
knows, the draft is not at all complete! Your announcement of DCC2 may have 
served as a double edged sword. It got the word out, but it got the wrong 
word out. For example, a post on the mirc.com message board states, "are 
there any plans to implement the new dcc2 standard..." People (IRC users in 
particular) seem to think that DCC2 is finalized (keyword being 'standard'), 
and therefore should be added. But, as you know, an IETF draft is far from 
being considered a standard document. 

Basically, I just think it needs to be made clear to everyone, that, you most 
likely should not be implementing DCC2 at this time, because by the time you 
finish writing the code, half of it might need to be changed.
