[dcc2] Clarification of DCC2 status

while I can't say for sure without having read the actual post, it could have
also been interpreted as "when the standard has been finalized are there any
plans to impliment it".
While mIRC is a different case because of it's closed source nature, a large
percentage of the few people who use and help develop my client have asked
similar questions, mainly because they want to stick with a client which has
the intention of supporting the new standard.
Even if there is nothing final to really impliment yet, it's never too early
to begin making sure that the code will easily enable the features to be
added once they are standardized.
