[dcc2] Clarification of DCC2 status

Seems like a good idea to me,
what about getting a few coders together to do a "test/reference" 
implimentation in something like C.  

I wouldn't mind working on an implimentation in C++ or Java that was covered 
by an lgpl or bsd license that would server as a way to real life test the 
standard and server as a reference to other coders wanting to impliment the 
standard once it's finalized.

It could be something simple, either just having the most very minimal IRC 
front end and user interface just for testing DCC2, or be a plugin to some 
other client.
