[dcc2] Clarification of DCC2 status

i might have time to try something in winbot. however im more interested in ssl-based chat facilities offered by dcc2-chats so im waiting until this is finalized rather than file sending capabilities. So far, everyones only concentrated on multi-sends, which is all well and good if youre into file trading but not much good for anyone else :)
