[dcc2] Clarification of DCC2 status

As I brought up before, is
the "size:" header, the OFFSET token, the SIZE token, and the MULTI token, a
32bit number, or a 64bit number?

i think that the size used by the client for theese should be an
implementation descision but a client MUST cleanly reject numbers too large
for it to handle

there is really no point in supporting huge files on a handheld for example
