[dcc2] multi-file interface error conditions

Just thought of some more issues with multi-file sends that aren't
addressed in the latest files draft:

No error handling is defined.  What should the sending client do if
the receiving client sends invalid commands to it?  Currently all it
could do is close the TCP connection (bad) or ignore the command
(worse) as it can't send an error message back to the other side.

If we do the multi-file interface I think we need in-band
communication in both directions.

Idle timeout?  Command response timeout?

Should we define timeouts?  I'm not sure if this is more good than
bad, what do other people think?
