I've written an implementation for ViRC (which also includes multi-user 
whiteboard), and I assume there's one for mIRC.

It's a nice protocol, but I don't think it belongs in DCC2. It's 
basically a miniature IRC server, with optional passwords to restrict 
access to the people you invite.
