Re: CTCP draft. I noticed that in most(all?) of the examples, there is
no ending 0x01 tag, though there is a beginning one.
Also:

CTCP as currently documented specifies that NOTICE (ctcp reply) be
sent when the message is _in response to_ a PRIVMSG (ctcp). This
differs from what you have written. This doesn't really prevent
clients such as mIRC from breaking this "rule" in things such as the
DCC RESUME protocol, though. If you are going to formally draft up
CTCP as a protocol, you may want to consider extending it in such a
way as to nicely allow for more than two messages.
Re: Security concerns, don't forget to include notes about things such
as DCCs to a channel, or CTCP replies to a channel.
