Added a CTCP TIME section (still as placeholder).
For CTCP SCRIPT, what it should report ?
I have also added a TODO section in the end where I have copied and pasted
the suggestions about the topics that should be discussed and eventually
included in the draft.

The draft is written as an xml file and then is converted to html, sgml or
plain text with an appropriate tool. (This is a task where XML comes very
handy).
I have created a CVS repository for the ctcp.xml file so we can work together
on the same file. The cvs system will take care of making the diffs and
merging them.
The anonymous read-only access is the following:
# export CVSROOT=":pserver:anonymous at cvs.omnikron.net:/cvs"
# cvs login
# (no password)
# cvs co ctcprfc
This is for the UNIX version of cvs, for windows there are graphical tools
like WinCvs that need to specify the CVSROOT and "ctcprfc" as module. If
anyone has trouble with getting cvs to work can mail me with questions.
I will give write access to anyone subscribed to this list that is willing to
work on the draft: please mail me privately at pragma at kvirc.net.
