[dcc2] DCC Whiteboard specification

Just thinking outloud here.

But lets say you have a chat open to lets say 10 users (DCC server) and 
you want to start using the whiteboard to show them something or to 
have a collaborative drawing session.
Then you need to open another 10 connections to those users. Ofcourse 
that can be done. But you could also send a specific command to change 
the state of the chat session to a whiteboard session.

On another matter. Lets say you are the DCC Server and you have users 
connected from different networks. Now one user wants to send a file to 
another user on another network.
It would be nice when the DCC Send negotiations could be send over the 
DCC chat connection.
