[dcc2] Is DCC2 Dead?

I don't even have a client, heh. But it's not useless as an script --
anyone can download it and add that functionality to their client.
Better something than nothing at any rate. The main reason I don't
want to directly implement the current draft is because I don't really
like it all that much, heh.
