[dcc2] Is DCC2 Dead?

I like the idea of a wiki as a way of letting us all work together to get
things going on the development of DCC2, of course there would still need to
be one person at the end of the process to formalize it as an RFC document,
but I think that's a bridge that we can cross when we come to it.
