[LEAPSECS] Historical Time Zone Changes

Perhaps its pre-historic (certainly pre-ITU), but with regard to the ALHP:  Detroit, between 1900 and 1915, tried keeping local time, Central Standard Time, and Eastern Standard Time.  Might be interesting to know what the discussions and social effects were back then.
