A quick check with Olson 2007b reveals:

+0545 Asia/Katmandu
+0845 Australia/Eucla
+1245 Pacific/Chatham

There's nothing that's not on a multiple of a quarter hour.  The same
database shows 13 zones (discounting aliases) that are on a half hour,
of course not including Venezuela (America/Caracas).
