[LEAPSECS] Delta T to 2 seconds over 50 years?

Online rumor that ObsPM may be prepared to assert predictions of Delta
T, and thus leap seconds, to two seconds over an interval of 50 years.

That might just alleviate the objections to putting the leap seconds
into the zoneinfo database.
