Really quick counter-question:
What else would they have used ?
Slightly longer answer:
They, like everybody else, were sold the idea that UTC was the
international agreed master timescale, so of course they used it.
And today like every other major distributed computer network, they
get caught by this random "gottcha" like everybody else.
