[LEAPSECS] US DoD and USNO leap second survey

The USNO is conducting a poll for the DoD about leap seconds.

I note in the description that they do not recognize the possiblity
of having a leap-free broadcast time scale while still allowing
leap seconds in UTC.  Those really are two separate questions.
