[LEAPSECS] DCF77, HBG, MSF, two out of three

CHU got it right this time. Last time there was a change in the DUT1 value effective 1
January in addition to the leap second. The notice from IERS was sent late and the
people responsible for inputting the new DUT1 value were already on their Christmas/New
Year break when it arrived.
