[LEAPSECS] Hazarding a guess

I have been enjoying the spirited discussion.  Many on the astronomy  
side are attending Astronomical Data Analysis Software & Systems XIX  
this week in Sapporo.  Today's sessions in particular focus on the  
time domain:

For myself, the sixteen intervening timezones certainly bring home the  
importance of time :-)

I would be more accurate to call it an approximation.  Not more  
accurate because the word is more highfalutin', but because it  
emphasizes that a rigorous (if sometimes simple) process should be  
followed to reach this guess.

Time is all about estimation.  The heart of the issue is who makes the  
guesses, where in the system they are made, and what constrains them.
