I get the distinct impression that it is not "can't" but "won't" ?

Unless you can put a firm window on the unmodelled excursions in
DUT, you can only set a very conservative bound on DUT over any
given prediction horizon.

If my proposal is adopted, you will have to live with that, or
improve the geophysical models verity.
