[LEAPSECS] Yet another time scale

"The clock will run on Arabia Standard Time which is three hours ahead
of GMT."

This rather reminds me of the "Biel Meridian" representing Swatch
Internet Time (which was simply UTC+1). It was a big red line painted on
the Swatch factory in Biel, considerably west of 15°E.
