[LEAPSECS] only open meeting of USSG7

The USSG7 telecon on Monday is open to non members who make
arrangements to participate.  According to the chair this will be the
only open meeting, all others will be delegates only.  Arrangements
must be made before the end of business on Friday.

If this proposal to revise ITU-R TF.460 will cause trouble for any US
