[LEAPSECS] New time scale name

If dropping leap seconds is ultimately approved, we will need at least
two names for the new time scale. Perhaps something like this
(underscores are digits to be determined later):

TI: (Time, international) The time scale known as UTC from 19__ until
202_, and which ceased to observe leap seconds in 202_.

TAR: (Time, atomic, revised) The time scale equivalent to TI during
during and after 202_. Before 202_, the rules in effect in 202_ are
projected backwards. TAR = TAI - 3_ s

The TAR scale can be used in calculations in place of ET and TAI (with
suitable adjustments) if the offset between those time scales and post
202_ civil time is found to be inconvenient.
