[LEAPSECS] About the publics time (in-)competence

The argument that people "should just do it right" with respect to
leap-seconds, is utterly dismantled by incompetence like this:

When average people cannot even get one hour adjustments right, what
are the chances they will get 1 second adjustments right ?
