Indiana may not have "legislated" this, but it was proposed - scroll to the bottom of:

In general if we're going to focus on the "politics" of timekeeping as having merit in decision-making (rather than, say, coherent system engineering), then the fog of political discourse is only to be expected.

For all these discussions it would help to be able to reference threads from the first several years of this mailing list. As Steve says, Indiana also featured in numerous messages as having an idiosyncratic timezone policy, for instance.
