I asked David Mills about switching to TAI years ago. He said that
was an interesting idea, but it would be an incompatible protocol
change, and very difficult to achieve. He also muttered something
about "and then all the computers that use ntpd would have to be
properly configured to get leapsecond tables" and changed the topic
afterwards...
