I think the places that use GMT would be very surprised to hear that
the English Parliament decides what time it should be in their
country.

First:  Drop the drama.

Second: They are not "plunged", they get to vote on the issue.

Third: UTC has been changed semantics twice in the last 50 years,
there is no reason to think it will not do so again long before
its difference from earth rotation angle bothers anybody.
