[LEAPSECS] Metrologia on time

Upon inspection it is evident that the only article which mentions
POSIX time and application software is the one by Seidelmann and Seago
which favors keeping leap seconds.

None of the other articles mention application programming interfaces
nor issues of kernel programming.
