Maybe if the fraction of a second that separates UTC from "true" GMT
(if that's even defined any more) actually happens to make the
difference between something being an offense or not, like some place
has no parking before 6 PM and you park there at 5:59:59.8 UTC but
6:00:00.2 GMT. Not that the officer's watch is likely to be
sufficiently accurate to make this distinction anyway, or that a
judge is likely to regard it as more than a trifle.
It would be more likely to be an issue, of course, if UTC becomes
unmoored from solar time and eventually deviates by significant
amounts; if the divergence is 20 minutes there may well be lots of
conflicts regarding time spans in law.
