Just to close the parenthesis. France has had its legal time based on
UTC since 1978. The provider is the Observatoire de Paris ,UTC(OP). So
there might in the future need to be some changes to the law should UTC
be redefined, as night is defined in some texts as fixed hours 21h-06h
for example.
