The CCIR volumes indicate that most of the votes simply go
unanimously, but on two occasions that is not what they record for
previous instances of Recommendation 460.

In the proceedings of the 1970 plenary assembly which produced the
original version of 460 it is recorded that the words "or integer
multiples thereof" were deleted during the process of approval.

In the proceedings of the 1978 Plenary Assembly the interchange during
the voting for 460-2 has more detail.  It records the actions of the
delegate of Japan, the observer for the IAU, the delegate of
Switzerland, and the (German) chairman of Study Group 7.  These
interruptions in the smooth flow of voting resulted in the insertion
of parentheses around the statement "GMT may be regarded as the
general equivalent of UT".

The context for this is that in that session the delegates were also
voting to create recommendations 535 (UTC to replace GMT in all CCIR
documents) and 536 (citing the 1975 CGPM Resolution 5 as justification
to use the abbreviation UTC for all languages).

So sometimes the delegates to the Plenary Assembly do more than just
assent, and 460 in particular shows examples of this.
