Come on! UTC is a paper clock too. Plus: as soon as the need arises to disseminate TAI, it's trivial to make arrangements such as currently with UTC. This whole argument is bunk.

I have read the dreaded piece, and I'm somewhat relieved to see that in its present form is very unlikely to be adopted (unless all delegates are really asleep, bonkers, or both).
