To be fair, Poul-Hennig and Tom (and likely others that I'm forgetting) 
have also suggested a slow start at various times, with variations that 
I had never thought of (like purposely pushing the limit to about 1.1s 
and dropping it back to 0.1s just to see what breaks).  This is, of 
course, a decades long approach and preserves all the problems of the 
current system without providing much relief for years to come...
