Ohh, we are.

I'm doing everything I can to advance the ITU-R draft, since that
is both the most sensible and expedient way to get rid of unworkable
leap-seconds.

Should a better proposal appear, I may switch my allegiance, but so
far I have not even seen any other proposal forwarded.
