I haven't had my coffee yet, but I believe this would result in their happening at midday in Greenwich - but it would be midday on a Sunday. Would have to think about the issues with the international date line, etc and so forth.
Currently local time zones range from Christmas Island, on Z+14:00, to
Midway Island, on Z-11:00 (I use Z to avoid the UTC/UT/GMT argument). So
there's always somewhere where it's not Sunday.
