If you want to boil it all the way down there, the friction started
when Harrisson built his 4th clock, and ever since astronomy has
lost relevance for timekeeping.  Leap-seconds is the last fig-leaf
that still connects astronomy with timekeeping and thus a minority
of astronomers keep fighting a fight that most reasonable astronomers
have accepted as lost.
