If only everybody had ignored them. In some European countries,
government policy on OSI was stronger than in others, and held back
adoption of functional protocols until the OSI bandwagon finally shed
its wheels. The UK academic community, both operationally and in
terms of research funding, played more than lip service to (in
particular) X.400(84) and X.400(88), and the careers of several high-
quality researchers were arguably expended on a protocol stack that
would never achieve critical mass. ISODE and PP are proof of that.
