While that may have been the CCIR's position back then, that is a
pretty vacuous argument, since the data and position dates back to
before commercial atomic frequency standards were available, so it
is not like the CCIR had any relevant facts before it, that could
lead to any other conclusion.

In related news:  Henry the VIII. never picked sides in the debate
over factory vs. free-range chickens.
