[LEAPSECS] ITU-R "pink"

Some documents for the January RA are already published, albeit locked
to users who have access to TIES.  These RA-12 documents are "pink".

In particular, the draft revision of TF.460 is locked under

Presumably some of the other SG7 documents explain how that draft got
advanced from WP7A through SG7 to RA without achieving consensus at
any point along the way.
