One thing stood out: "... 13 countries, including the Unites States,
France, Italy and Germany, want a new time-scale that does not have leap
seconds."

That may give the impression that those countries oppose changing UTC
(they want a new time-scale instead) but I am afraid it's journalistic
confusion.
