Rather, by heretofore defining time-of-day as slight variations on the theme of - well - time-of-day, we haven't had to worry about mucking about at all. An attempt to redefine time-of-day as the cadence of basement cesium clocks unresponsive to diurnal cycles will - of course - involve "mucking".
