Has the NGA been pushing their own agenda here? Considering a, the focus
of the last 5(?) years on upgrading the ground segment software and b, the
well known possibility (maybe even likely US position) on UTC leapsecond
changes.

It seems NGA station observables were added to the broadcast orbit
determination as late as 2005-2006.
